Jee was asked to make an assessment and give an expert opinion on the decommissioning options available to a group of pipelines in the Southern North Sea. A comparative assessment is required as part of the Decommissioning Programme in order to justify the option selected for decommissioning.
Options that are obviously unfeasible or pose too great a risk are dismissed early and the potentially practicable options are assessed further based on the following criteria:
- Technical (complexity and associated technical risk)
- Safety (short and long term hazards/risks)
- Environmental (ecosystem impact, energy and waste considerations)
- Social (effects on other users of the sea, e.g. shipping and fishing)
- Economic criteria (cost and timescale of the work)
The comparative assessment allows the client to see the impact each option has on the above criteria and the reasons why one option is preferred over another and provides supporting evidence for the final decision when presenting the Decommissioning Programme to the appropriate legislative bodies.
